What is converted green card?

i was offered a used mazda rx7 and the dealer told me the green card was converted.

What does converted green card mean?

Just for the sake of clarification, can you share where you location is? In Malaysia I haven't heard of any "green card", we have however a "AP" system. Converted AP? I don't think that's even possible.
