They are issued by the authorities of the different countries. With regards to the thicker Tufoil, it will just diffuse and blend together with the warm carrier oil after pouring in. One batch came in with a slightly more concentrated mix. Since then, we have had three succeeding shipments and the concentrate is less viscous. Some mechanics preferred the higher strength " kaw" Tufoil hence this shows that opinion is sometimes personal.Thanks for your support, cheuman. Best rgds.</blockquote>
