He said the Government placed national security and public order above all other concerns. </p><p></p><p>“If a public rally is seen to cause disruption, then the right to public safety overrides that of individuals who take part in the rally. </p><p></p><p>“Priority will be given to maintaining public order,” he told reporters after meeting people in the Tanjung Lumpur constituency at Sungai Isap Damai here yesterday. </p><p></p><p>Fu was commenting on the gathering planned by the Hindu Rights Action Force (Hindraf) today. </p><p></p><p>Fu, who is also Kuantan MP, noted that there were those who had their own agenda when backing a public rally. </p><p></p><p>“The impression that they are hoping to paint is that the Government does not give opportunity to people to express their views. </p><p></p><p>“It may be their agenda, especially now as the general election is near,” he added. </p><p></p><p>Fu also said there were many channels in the country to express one’s view, adding it could even be done by two or three people submitting a memorandum. </p><p></p><p>“You do not need a rally to do that. </p><p></p><p>“One can say that it will be a peaceful rally but how can you guarantee that?” he asked.</p></blockquote><p></p>
